I'm not believing anything BA says at this point.

Ok, this should sum it up for about everyone.

I believe 14nm ASIC. but there is bad data and that in December 2015th
And customers who can now subscribe to receive his miner in 2016.

Even if they do tape-out, there's no way they can actually build a miner that works. They can't even build a 28nm miner that works. 14nm will be 10 times harder to build.

They said it themselves - they need cash. They might be designing something at 14nm, but they sure as hell can't order the chips, nevermind deliver even with preorders. They're doing the press in the hope they can lure in some VC who isn't aware what is going on.

With Intel announcing their 14nm cpus just now, I think there will be some time before we see working ASICS.

Nah, Intel have had 14nm for a long time, they've just not managed to get the yield rates they need to make large scale manufacturing viable until recently. For something as simple as sha256 and the money we'd pay to squeeze into the limited global capacity.

That is good, but black arrow has bad reputation so no way...

Who wants to go in with me and make a 7nm chip.  Aww crap, Dogie is already writing reviews on the 3.5nm stuff.

Seriously though BA can't afford to keep past commitments, they sure as hell won't be putting 14nm stuff out for customer use.
