even if the next only sends the min. amount.

In that case he would be at rank one for the jackpot as well.

No.
If no one sends after you, you will get the remaining BTC in the payout balance.
(If there are waiting more then one, then you will get a share of the remaining BTC)

If a next person sends no more then 14 mBTC,
he can get paid his 120% return (16.8 mBTC) with the next deposit even if the next after him will only send the minimum of 5 mBTC.

And on top of that he would have deposited the most in the summation so far and would be the one who receives the jackpot (at this moment)

The final payout has been send due to the timer ran out.

There are so many guys who are participating in these "HYIP" although everyone knows that they are ponzis.
And they are always from newby members which makes it quite obvious that the OP will run when he has enough funds.
