Probably because the seller put down the full amount on the customs form - that is what you get taxed on. I've found that a declaring a low value (>$45) helps a lot. Where are you located as it varies from country to country. Also note that these boards are heavy. Oddly enough Express Mail can sometimes be a few dollars more than Priority as the packaging weight increases. Decided to keep my last 7970. Turned out it does well at undervolting. Dropped the voltage to 1.0v and increased the core clock from 925 to 1000. Was able to lower my power consumption by 100W and also reduce my fan speed as well. ;D
