Facebook tries and does this anyway. You may exclude a few people, but you can cut down on multiple accounts. You can make it very difficult to spam accounts in a number of ways anyway. Make it so that to register it and start receiving funds they need to verify a few things (a phone number, an email, even scanned IDs if need be). People give away a lot more for a lot less in these markets already. I don't see any of them taking off...

FB is popular because people can find there friends, chat with them and have fun, not because someone expect to be paid for his activity. I don0t think such model- paid for posting, can really work in long term and for many users.
