Title: Buying Bitcoin through WWW.CIRCLE.COM for U.S. citizens

Here is why I have questions as in their user agreement it says:

"1. Eligibility

You must be an individual of at least 13 years of age and not reside in the United States to enter into this Agreement. In order to link a bank account, debit card or credit card to your account, you must be at least 18 years of age. Use of certain Services may have further eligibility requirements that will need to be verified prior to you using such Services.

We may also not provide all or some of our Services to certain persons or regionsif, for example, in doing so, we would not be able to comply with the laws relating to our Services in such circumstances."

Which means that U.S. citizens are not eligible to even have that user agreement or benefits including insured funds.

Any thoughts?

I see two agreements.

The US agreement:

And the International agreement:
https://www.circle.com/en/user-agreement
