The system to add a tag to addresses is automated however it is controlled by blockchain.info and not the network. Title: Re: who labelled dpr seized coins 2 on blockchain.info? I highly doubt that someone at the FBI/USMS would tag the addresses as they were, so common sense would tell you that someone at blockchain.info tagged the addresses
