We've seen extreme bull and bear markets in Bitcoin. This extended period doesn't look like either, honestly, although the previous slow-bear market was quite concerning. No one knows the future, but the question is, can one intelligently speculate about it, based on facts known today, and over a sufficiently long period of time, IMO.
