Some blocks have 0 fees and 0 forged coins. That has been my luck all three times I forged.
That said NXT. Does make new coins in a way through Asset Exchange and will make even more in Monetary Supply. NXT Asset Exchange is essentially just like Counterparty but Monetary System will be more complex.
