Apparently written by three employees of the NSA. Also interesting is one of the referenced authors at the bottom is Tatsuaki Okamoto, very similiar to the claimed creator of Bitcoin, Satoshi Nakamoto.

Seems like a prolific (http://www.cryptographersworld.com/a.php?a=21) author.

It was discussed on the cypherpunks mailing list, years ago, when it first appeared.

What's interesting is how much the offline section of the paper sounds exactly like MintChip.

Bitcoincharts currently has a nice link up about the history of crytocurrencys I found that an interested read.

Is awesome no more attention has been put here.

I would like to read more thoughts about NSA participation and this Japanese author.

Taxing my memory, I think of seen the name Tatsuaki Okamoto before elsewhere. Now I gotta do some diggin'. It may have been associated with Ashish Gulhati, but not sure.

I posted this in another thread. I think it went something like this.

Bankers to NSA:  Okay, NSA, you can have some funding. We'll give you x number of dollars and we need to build a bulletproof cryptographic key system to keep all our military communications secret.

NSA to Bankers: Great, I believe we can work together. You'll pay us how much to do this?

Bankers to NSA: We'll pay you 500 Million dollars and each of your workers get's $250,000 per year.

NSA to Bankers: Sure, we'll agree to that.

NSA to NSA (Inside the Agency) : Can you believe this bullshit? We only get paid $250,000 per year and these guys create money out of thin air to loan back to us, AND we have to pay TAXES ON THAT!!!

NSA to NSA (Inside the Agency) : FUCK THAT!, let's build our own currency, and see how they like it!

Now, of course this conversation is hypothetical, but can anyone imagine that some computer geeks working for the NSA are going to actually believe in what the Bankers are doing to the world, knowing full well, they can build a better system, and replace them, and create their own funding mechanism at the same time?

It never had to be the NSA, all it took were a couple well intentioned geeks, with another agenda completely. A prankster or two, working inside, to topple the status quo, once and for all.

In other words, the NSA might have sponsored the project in some ways, and the knowledge could have been collected through them, but Bitcoin itself, could be a rogue offshoot of what the NSA was trying to accomplish, done by 1-4 people trying to compete with the banking criminals or even overturn them.

Because if you think about it, the NSA has to be under the control of the bankers, in many ways, through funding through the US government. They would never have funded their own demise, so it must have been a group of hackers working through their knowledge they were collecting, through these white papers, who may or may not have been directly employed by the NSA.
