It puts a 5 year moratorium on any legislation restricting cryptocurrencies. Quote (a) Neither the Federal Government nor any State or political subdivision thereof shall impose any statutory restrictions or regulations specifically identifying and governing the creation, use, exploitation, possession or trans- fer of any algorithmic protocols governing the operation of any virtual, non-physical, algorithm or computer source code-based medium for exchange (collectively, ‘‘crypto- currency’’ as defined herein) for a period beginning June 1, 2015, and extending five years after the enactment of this Act (such period, the ‘‘moratorium period’’), except for statutes already enacted and effective prior to the date of enactment of this Act, and further suspending the en- actment and effectiveness of any and all pending statutes and regulations until the end of the aforementioned mora- torium period, except as otherwise provided in this section. Looks to be going quite well then? So this means Bitcoin will remain as it is for the next 5 years? I think that would be good because by then the government should have a bit of a better idea of how to have some kind of regulation without people getting angry about it.
