I have seen this amount popping up randomly in transactions for a while now... what is the significance of 0.031337?

Hacker "Sp33k" for leet, or elite. Originating from 31337 "eleet"

In this case http://blockchain.info/address/1DYmN874o2VmuCJNhTo3q3B8FGbda2yP6F was just someone giving some props to the address owner, maybe suspecting the address balance is the product of some hack ;)

And I would say there's something fishy going on as you follow the transactions back, you'll notice that the Bitcoins are geting cleaned in chunks of 6000 BTC.

Or maybe just an early adopter... This is the originating address http://blockchain.info/address/1AYtnRppWM7tWQaVLpm7TvcHKrjKxgCRvX
400K BTC that were consolidated there on January 27, 2011, coming from various sources.
And seeing as a lot of those coins that were sent there are the 50 BTC block reward coins, it's some miner.
A very rich miner I would say lol

Mixing coins. Thought I'd include an identifying communication with the transactions so everyone knows how cool I am on the Internet.

It's a communication occuring in the blockchain for bot and master or hacker and colluding party which provides commands for direction or execution. If they change the wording of their communication, good luck finding them again.

Now that you say it I have the killer application where to use Bitcoin and the blockchain.
Botnet C&C. Passing botnet commands trough IRC and Twitter is so last century when compared to passing those same commands using Bitcoin transactions.

Now I just hope no real bot herder reads this and decides to implement it. I will want a cut of the profits lol

At one time if you posted an address in #bitcoin-otc IRC, a bot would send that address some fraction of coins containing 1337 somehow.
