Title: Which one is the safest exchange?

Which one is the safest /looking/ exchange?
Needs to be:
-in the western world
-funds insured
-backed by known investors
-traceable offices and staff
Doesn't need to be a trading platform, but should enable the average guy to safely buy/sell his BTC.

Could you recommend one that ticks these?
(Circle? Coinbase?)

Are there any exchanges with all funds insured? I didn't think there were any because it would be impossible for them to get insurance. I'd like to know about any that are insured.

circle and coinbase tick those boxes too but they are the 'idiot proof' exchanges
