It's a VPS provider site, you can rent Windows VPS with 1 core CPU and 2GB of RAM for 2,5$/month through their sandbox lab (experimental program, I think). They'll give you $15 free credit after you register and connect your account with CC / Paypal.
Few days ago I tried this service and connect it to my Paypal. So far everything went good. That's true, but for having the 15$ free credit you'll need to be refered by someone. Otherwise you'll only have 5$ in credit. Atleast that's what I heard when I tested that service and signed without reflink :( Besides that, very good prices, highly recommended. Paypal is like the fundamentally opposite of bitcoin.
