I have a private bitcoin pool with 3 terra hash running. The highest diff share being produced is 17,000,000. To stand any chance of solving a block I need hardware that will submit shares with a diff of 42,000,000,000 or what ever the current bitcoin difficulty is. Most likely, he wasn't waiting long enough. Hash rate doesn't dictate what diff of share you can find just how often you find it. It's all luck. My 50gh U3 has found a 383M diff. The speed of the machine doesn't mean it will find a more difficult solution, it just means you have a better chance of finding one sooner. You could solve a block tomorrow, you could not solve a block for 1000 years, even with 1PH.
