Actually there's no reason not to as publishing here doesn't prevent developers from publishing on Play Store too, with the advantage that apps that take payments in bitcoin wouldn't be approved there and could only be published here. However to make things more transparent I suggest having a budget first, and that would mean having the detailed list of requirements so developers can post an estimated price to create this store. This is so that developers can sell or freely distribute apps for the crypto-currency community or that accept bitcoin as payment and therefore would not be approved by Google or Apple on their official stores.
