what is the topic based on? and are you looking for both front end and back end?

It's actually not too difficult and you have multiple options:

Straight PHP & Mysql? Try Question2Answer (http://www.question2answer.org/qa/)
WordPress Plugin? Try AnsPress (http://wp3.in/questions/)
And there's always Discourse (http://www.discourse.org/faq/customers/)which is marketed as straight forum software.

If it is modification of existing platform that just needed to be installed. I am up for it. For the cheaps. Please hit me with an offer.
