I have recently saw that many people are selling small Ranked (Jr. Member , Member ,Full member at the most) from their own accounts and these accounts mostly have same post and activity .
Be aware and do not deal without a signed message , because these are mostly Hacked accounts.
Do not Buy them Without a Signed Message from atleast 3-4 months old BTC address.
If someone tells you they do not know how to sign a message ,Here it is  (http://blog.anonymousads.com/2014/03/new-feature-sign-in-with-your-bitcoin.html)

If he can't sign a message from an earlier address (He did have an altcoin addy he could sign).

If someone buys a Hacked account , that's probably wrong for them and the seller .
You should not buy a hacked /stolen account if you know about it!
But some people fake it and sell it! , in that case if the user reports it , it will be recovered/deleted/banned . and if IP identified even the selelr can get ban.
So I recommend to not buy account without sign message or if you know the owner  or you're sure that they aren't hacked (not recommended).

Though if the original owner finds out in the time , he can neg the account and report it and it will be negative and of no use.

It wouldn't get banned. It would get negative feedback, making it worthless as they would have a really hard time scamming or joining a sig campaign.

I think I have seen 1 sections ppl post their address and another user confirmed then they lock topic

Why would you worry about signing an address from Member ranked account that hasn't changed it's password? I know it's just a precautionary thing but I don't find it very necessary in this case. Also there hasn't been any address signed to this account. It was most likely farmed.

It's upto you , you're / will be taking a risk buying an account without signed message , if password hasn't been changed , still it doesn't mean it is not hacked or stolen

Yes but that can only be a Prediction. But who knows that this account is hacked or Made by the owner itself
The only thing we know is the risk in buying an account which is being sold publicly
