How do I do BTC forwarding to one designated address as soon as possible in official bitcoin client?

Do you mean a method to sweep any incoming transactions?

Electrum has a watch_address.

I think he means like watch one address, and when a 6 confirmed transactions happens to an account it sends it to a new account, this can be easily done with a cron job and RPC commands https://en.bitcoin.it/wiki/Original_Bitcoin_client/API_Calls_list

But i wonder, if people would use a service, I could setup a site that does this, as long as someone supplies a private key and a forwarding address.

Well, Andrew did specify in the Bitcoin.org client. 

There is a third party service which offers this:
