If you want to do first thing, it is not possible but if you meant to do second, I think it is considered as ban evasion. You could do the same if you edit. No matter where you post*, it will be moved by staff to right section.

The admins wanted to give the ability for a user to appeal/discuss their ban. So they allow you to create a single alt account and post only in META. That's the spirit (purpose) of the law. Anything else you to do to circumvent this spirit of the law would probably be breaking it, no matter what the letter of the law says. So stop asking for clarification of small print.
