Not everyone likes to see them in serious discussions, but if you don't overuse them you should be okay. I would try to avoid them if you can though as you should be able to convey yourself without resorting to using them. Just my opinion.

You can use them in some cases when you know the person you are contacting with and you have a nice and friendly relationship. If you are writing something more casual it is okay to use them but everything has its limits, so do not cross them :)

I think the use of emoticons are OK if the PM isn't too formal. I use them whenever I made a post that can be considered rude/funny/etc. when I'm actually not trying to be rude/funny/etc. though sometimes I just use them because I want to. But there are not too many to choose from and I avoid them because they don't always say what I want them to say. And it depends on the topic, if it's a serious topic, best not to use them as that looks unprofessional.
