You will want to use a established company, and not pre-order.
Any 3rd party selling is going to have risk. As far as what you can do is either credit card protection, or paypal buyer protection. Either one if no product is shipped (and you report it in timely manor) there is a decent chance you get your money back. Although one has come under fire but not for their delivery of hardware. Bitmain, ASICminer, Avalon4. There are other clone type people you can order from also Bitcrane, XBtec,
