You can trade BTC in Romania by bank transfer: https://localbitcoins.com/country/RO More safe is to trade with cash, face to face. As far as I know there is not a specific legislation in Romania about BTC. Romania is a member of European Union so you can trade BTC like in any other EU country. Nu cred ca exista vreo banca in Romania la care sa ai card ce poate fi incarcat cu BTC.
