If it were that easy to "force" someone onto DT, then scammers would have exploited the hell out of that long ago. The person who sent the feedback to you will only get on DT (level 2) if a level 1 DT member adds him into his trust list. Nothing you can do will force that to happen. Nothing is legal or illegal in terms of the trust system, besides spam. People get edgy when new(ish) members try to build trust to hard. I answered your PM and removed my rating.
