You do have to wait, but you also must remain active in the forum every bi-weekly period. If you do not post in that period, you will not get the potential activity for that time. I think it's every 1210000 seconds that activity is reset and available to be gained. This is about 1-activity/day so all you need to do is maintain 1-post per day and you'll achieve the maximum amount of activity available for your account :D
