That means you have to post once every period to gain that activity. For all the potential activity to show as your activity, the amount of post must be more than or equal to the maximum activity. You can farm account by posting once per period but you would most likely be banned if you aren't contributing much.

People usually try to say the account there saying is a "potential" account. You could be a newbie with 1000 posts, and try to sell your account as a potential legendary. A potential account(incase you didn't see the last posts) is an account with posts in various activity period with "unclaimed" activity, for example a Jr. Member with 30 posts may have max 420 max potential activity, if he has posted 1 post per activity period. The "unclaimed" activity can be claimed by making extra posts, in my example , the Jr. Member account can turn into a Sr. member in ~1 hr if you manage to post 390 posts.People usually try to say the account there saying is a "potential" account.
