I sign up on 28 of october of 2015.
And i have 140+ posts and 14 activity.
And i just saw a member who have 20 posts - 20 of activity and sign up on 04 november of 2015.

How is that possible?

You can only get 14 Activity per 2 weeks... Activity is max 14 per 2 weeks. You need to post in average once a day. If you post in the next 2 week period, you will jump to 28 activity, as long as you post once per 2 weeks you can get the activity later.

One post each two weeks is enough to increase your activity.

If we only get 14 of activity each 14 days, how the fuc* the other guy have 20 of activity with only 6 days since his sign up?

I already gave you the answer. He posted 14 times in a activity window of 14 days, then posted 6 time in the next one. Hard to give you more specific information without a link to that person's profile but the answer would remain the same.

The system works like that. Currently his activity increases with each post. He could spam up to 1000 activity if he wishes.
I don't exactly remember how it works, but after some time it stops increasing like that.

The periods are fixed and do not start when you sign up. The new activity period was today so if you signed up yesterday and made a post then posted again today you would have 28 potential activity.
