Title: How do I send money overseas to Europe? Can I convert BTC->GBP or EUR?

I am in the United States of America - is it possible to send USD via Bitcoin network in Europe - e.g. in one of the following countries Albania, Bulgaria, Bosnia&Herzegovina, Croatia, Greece, Italy, Kosovo, Macedonia, Montenegro, Serbia, Slovenia?

Who knows? And it would probably take forever and cost lots of money even if you could.

Much better to send bitcoins to your destination and have the recipient convert them into a local currency if necessary.

If no one in any of these countries has even heard of BTC, how are they going to convert BTC to a local currency?

Yes you can withdraw EUR from mtgox.

If no one in those countries had heard of Bitcoin, this would be a much smaller network.

It's relatively easy to convert BTC > EUR in any EU member country via mtgox. I'm aware that only a few of the countries you listed are in the EU. In those cases you would likely have to find someone locally, which also isn't too difficult.

Just to make sure there's no misunderstanding -- the only currency sent via the Bitcoin network is bitcoins.  So you can buy a certain amount of bitcoins with USDs on your end and send them to a recipient in Europe.  The recipient can then cash those bitcoins out using an exchange that offers the currency that the recipient prefers to use.

Britcoin offers the ability to convert Bitcoins to GBP, for example.

A trader might also be found using one of the Local (in-person, versus online) exchangers:

I live in Bulgaria. SEPA transfers from Mt. Gox and Bitmarket.eu are painless and fast. But only Greece, Italy, Bulgaria and Slovenia are EU members, so concerning the other countries in the list, there would be some large transfer taxes for overseas wire transfers.
If there is some form of BTC exchange established in those countries it would be easy for you to send coins and the recepient to exchange them locally.
