Title: A thread discussing Exchanges and the laws that govern them

Perhaps we can have a discussion on exactly how to operate an exchange and what legal challenges one would face in different parts of the world in running them.  I've used mtgox with great success and admire the work tux puts into it but even he indicated there needs to be more competition in that regard.  Maybe we can start a list of each country's different rules for maximum/minimum transactions, that sort of thing.  also if a particular country prohibits trading of "currency" and the legal standing of BTC in general in each location.
