I had an Athlon X2 7750 2.7GHz system 1GB that decoded blu-ray and ATSC just fine.

I used it until I upgraded to a FX-8120. The Athlon II is the same as the Phenom II just without the L3 cache. 3 cores at 3.1GHz was plenty fast for HD video, moderate gaming, and anything else.
