Hello,

I'm looking to start bitcoin mining and i have some questions:
1. is this a good bitcoin miner for someone just starting out http://www.amazon.com/Bitmain-AntMiner-S3-453Gh-Digital/dp/B00LETT8VS/ref=sr_1_5?s=pc&ie=UTF8&qid=1453966328&sr=1-5&keywords=Bitcoin+miner
2. and going on from the first question would i need  psu for the miner?

If you have very cheap electricity, sure. It is a good miner, its just showing age in term of efficiency. The price is also a bit steep, you can probably find better. And yes you would need a PSU.

An EVGA gold G2 750 would do two nicely.

how many watts an hour would this particular miner use an hour?

It's best to fill in your power cost, mining fee, hardware price,... in order to get a full profitability estimate (based on the current network status... This estimate is in no way a promise of income, the price will change, the diff will rise, the blocks will halve,...

1. Yes it is but perhaps you could head over the following section of this forum and even find a better deal (even if it means buying second hand as long as from a trusted person) https://bitcointalk.org/index.php?board=75.0  It would be more than enough to help you to get a good taste of mining.

2. Yes it's a necessity.

Assuming the difficulty stays as the same (It doesn't), you would roughly be earning around $5 in a week.
