I am new to bitcoins and would like to signup with an address so I can send people bitcoins. Thanks

Better you read some guides. You don't have to signup anywhere   :) you need to have bitcoins and a client, like https://multibit.org/ (let's avoid the qt client since it takes days to work)

Also, do you know that a bitcoin is worth more than 19$? This is not a game.

You can get a bitcoin address from BitAddress.org, and then print it:
 - http://BitAddress.org

Or from Instawallet or EasyWallet (but don't forget to bookmark, and/or print the URL as a backup):
 - http://www.InstaWallet.org   
 - http://www.EasyWallet.org

so I can send people bitcoins.

That's a little harder as it requires either mining or getting coins sent to you, like after purchasing them from an exchange or a local trade:
 - http://www.LocalBitcoins.com

First you need to buy the bitcoins i would recommend somewhere like mtgox . Mtgox will then send the bitcoins that you have bought to your bitcoin wallet address and thats it you have bitcoins .

Its confusing the first time but its not to hard and after that mate
