Is it legal for governments to store our identity information on a modified blockchain to make ID verification easier? If it is, should it be?

You are talking about the government and legality?
The government makes the laws.  :)

     Yes

     How would it be modified? Is it a private or public blockchain?
     Is the ID info encrypted or plain words? Be more specific.


... to make ID verification easier?...  
     How would it make it easier? Certain country ID systems now are instant and voluminous.
     What would be the intended use that needs to be easier?


...If it is, should it be?
     Irrelevant. Legality and morality are separate issues.

I do not see anything wrong with that, I mean lots of people are storing valuable information in blockchains, so why can't the government do the same?
