It can't be created for free. And people don't want to take a lot of time to rank up, so it is easier to buy an account rather than building up their own.

I would have thought signature campaigns were well known to anyone who spends a lot of time in the forum looking around, I would say these campaigns and scamming people are the top reasons for somebody to buy an account, otherwise they would quite happily spend time working up the ranks.
