Without thinking outside of the box, it is impossible to shut down deep web marketplaces quickly. There is a dire need for appropriate training programs to provide necessary skills and knowledge. Just creating dedicated cyber cells will not bring the necessary expertise to the table. It is critical and important to focus on what is needed to solve these problems, rather than taking a lackluster approach.

I think what they lack is the right technology, how to place surveillance and track people on the deep web. If they work on that, we will see some changes.
