I thought the sale of cracked accounts was banned but for a few days, I have been taking a notice of this (https://bitcointalk.org/index.php?topic=1523828.0) thread. Did the forum change it's policy or are the mods waiting for the digital goods section to be overcrowded by threads like those before anything gets done?

I ordered one of their accounts, not knowing this rule. Since when was that a rule?

BTW I still haven't received an account, and after speaking with the other buyer, I think he's gone scam.

It's been enforced more strictly and less strictly from time to time, but the rule to which all moderation regarding those cracked accounts goes back has been there for a long time.

Not that I know of. The most recent change of policies (I'm aware of) was the one regarding invite only sites, which can now also be sold by newbies (it wasn't allowed back in the days).
But mods work based on reports, which brings us to...

Would have been my first reaction to that thread.
Although I'm unsure if this already counts as "unreasonably low price" or if clear evidence of the accounts being cracked is needed...
(It's a no brainer, obviously those are chracked.)

Cracked accounts have always been banned here. However, it is rarely enforced unless a seller states in OP that the goods are cracked (and someone cares enough to notice). More than half the threads in Digital Goods at any time are selling hacked/cracked/carded/stolen goods but nobody cares. Not surprising if you look at the types of things sold there.

i think selling crack/hack accounts are banned  in this forum. but many still avail crack accts on that thread including high ranks. i bet because of cheap price for that acct instead of buying the legit. hahaha
