Clearly they were using a third party service to automate tweets and got suspended for it. Try talking to twitter's customer support and see if they will allow that. Perhaps they will, as many sites do recycle usernames if they remained unused for too long. It looks like that account was probably suspended ~5 years ago.Nice find. I wonder if there is a way to reinstate the handle and take ownership of it? All you had to do was:
