https://www.arubacloud.com Has the best vps in my opinion.
I have been using their 1 dollar vps (linux) for a long time.
They also have a windows vps ofcourse :)

You should receive rdp details as follow: ip/username/password the same as a VPS will oferr you to access that windows, I don't know if someone else record your data but the RDP should work enough for you (RDP is Remote desktop which you connect through remote desktop connection)

But still I am looking for a server which I can access using my Remote desktop connection app in windows.

I think that the guy selling those RDPs should fits your needs.

These VPS are very costly I am getting only 512 MB ram for 10$ per month which does not satisfy my need.

Hope I can get better results than this one.

I was trying to sign up on the website but it says mobile number is invalid.
Seems only users living in USA can order the VPS from that website.
