This is most likely a SCAM. You don't need a license to mine.

The purpose of the Licence concept is to limit the participation, which is a tradable asset. Please read the literature available via the website to understand the concept.  Plus the fact we are giving five licences away for free. Hopefully the recipients of these will in time be able to verify the ligitimacy of the business and mining rewards.

Just make the mining public like every other coin in existence. Nobody will pay $5000 for this. If somebody wants to invest $5000 then they can just buy the coin itself.
