Think about it, fiat money is created when ever it is need. Bitcoins aren't create while people say they are, I think the better terminology is unlocked and transfered to an address. This quote is simply saying no money is create or lost, just transfered from. Transferred from--what? You can't end a sentence with a preposition. It makes the sentence nonsensical.
