If an existing thread could be converted into a self-moderated topic, there's no point even distinguishing the two. Disallowing conversion allows potential posters to know whether or not the hour of writing they spent could be wasted if OP disagrees with the opinion expressed.Title: Re: Convert a thread to self moderated? I must say this looks like a too good trolling opportunity to pass up. e: false alarm it seems this is only granted individually for people with actual authority in their field.
