I cannot believe my eyes.. i get the same Sols/s from both cards, but the sapphire is consuming more power than the other one. Have you experienced similar behaviour ? Your settings for the sapphire are not optimal. Do you have bios mods on the cards? You have to check GPU BIOS seeting for power limits and set your operating voltage in BIOS/driver.

I think that this parameter shows power draw not for GPU, but power delivered through additional 6 or 8 pin power connector. Best way to check it - use clamp ampermeter to measure both currents on PCI-E riser and extra power. And second - GPU-Z screen is not informative. If you drop memclock - you'll see power drop too with same GPU clock and voltage.
