From what i can conclude from the few reviews i read, it is not a scam. It is a revenue sharing site that require the user to buy some some ad packs and then earn some profit on it. As revenue sharing is risky too with a possibility to lose money, i think that's why people marked it as scam. Or maybe as the site's features can't be reached, it can be termed as scam.
