Unfortunately, yes, it's a leftover from the days when 1btc was about $7. You need 1btc to move any out of your mtgox wallet. Your best bet? Sell you btc, and use bitinstant with the mtgox coupon to move it to a new address. Lot's of fees, but 80% of you money is better than 0%.
