The skillpoint floor for joining the best corporations/alliances (player empires) is usually around 10 million skill points. I am throwing in an alt account that is a miner with about 1 million skillpoints. I am actually selling for way less than the account costs+subscription fees required to even make get characters with skillpoints this high if you did it the normal way from the start!
