what you are downloading is blockchain and it is not 40 GB but more than 90 GB right now. and if that is an issue for you then choose a light wallet (called SPV clients) which will only download blockchain headers and that will be less than 40 MB

https://bitcoin.org/en/choose-your-wallet
my suggestion: Electrum

Also, if you do not want to download anything use an online wallet like blockchain. I think it is more convenient to use an online wallet and it much less hassle free and for beginners. But downloading and understanding the core wallet ultimately makes your bitcoins much safer. That way the bitcoins can even be carried with you on your usb if you would like to.

Fees on blockchain doesn't really hurt soo much since its only a small amount but if you are not in a hurry then choose coinbase since they don't charge on every transaction or money transfer but expect transfer times would be longer compared to those who have transaction fees. Downloading the whole blockchain does really hurt in the ass since you will need to download the whole thing before you could able to use it.

There are online wallets that even pay your tx fee (Xapo), but I recommend you to use a proper wallet on your computer/laptop. You'll understand better what happens there (even if that means you pay the fees), the transactions happen when you want and not with delays and the money is much safer.
Online wallets are OK for small amounts.

Yeah since you are new to bitcoin the best thing to do is find a web online wallet, and since you are new do not keep large amounts of money there until you get familiar with the bitcoin system. Also, it is important to always keep track of your username/password and the authentication words the website gives you. The newbie section on the forum is a great way to understand more about bitcoin and stuff, can I ask you what made you interested in BTC in the first place?

i think you are mistaken, blockchain.info does not charge a fee to use their wallet..

you can also try btc.com this is owned by bitmain, makers of antminers.

If it is about fees problem on usage of wallets services, in my experience in blocktrail.com before becomes btc.com right now, they have big fees be compared with other wallets services, the fees about 0.001BTC
I have stoped using btc.com wallet, i use mycelium for bitcoins because the fees is low about 1-2k Satoshi and jaxx.io for altcoins (DASH,eth, etc, and other that be supported by jaxxio).

Then use other bitcoin wallet. Bitcoin core is really heavy for your hard drive. So if you have internet which has limited bandwidth. I suggest you to download lighter wallet. Electrum and mycellium are good wallets. I didnt encounter any problems yet with these wallets. They're lighter than bitcoin core. There are many wallets that are being introduce but these wallets are the best for me so far. For better security use cold storage.

First thing, you need to download the whole blockchain else how this "ledger" will be able to include all the previous transactions that were held before and how will it allow you to transact your coins ahead??? This is a network that goes on a P2P basis...
Now, if you are worried about blockchain, then let me tell you something, you have an option called "Advanced" while you are sending anything to anybody, and when you click on it, you will be able to change the fee amount as to whatever you want to input, but remember, what they show you is their recommended fee, and then if you put in the least, they will show you their least possible recommendation in order to get your transaction confirmed soon... :)

The amount of worthless advice in this thread is amazing. Suggesting trash like blockchain.info as a wallet provider, which goes against the very nature of Bitcoin is absurd.

If you want to reap the full benefits of both privacy and security you have to be verifying everything yourself. This means that you have to download the whole blockchain, which is about ~100 GB today. If your bandwidth is somewhat limited, you could spread this download out over a couple months and use something like Electrum (not web wallets) in the meantime. If you have storage capacity issues, then you can use pruning which will take up only about 2-3 GB of space. However, this does not save you from having to download everything.

Small for first world countries, second world countries... not for third world countries.
Bitcoin is worldwide with its all advantages and disadvantages.

There are SPV wallets for that. U then download only little bit of data like 250 MB compared to 40 GB :) and there u go, u can use bitcoin very fast.
Good luck, spv is multibit for sure, other are electrum in a way etc.

Coinbase covers the bitcoin fee. That makes it cheaper to use.
However, they control your money, not you.

only way is if you copy the blocks from someone else

but the client still will download the new blocks, so your band still will be used

better use a light client if data is a limitation for you
