I will tell you my trick which worked at least 95% of the time though... Spam click resend. Litter ally spam, 15 times in a second for like 10 seconds. I wait to use it for such issues seem to torment "new" systems. It's always been a serious pain to deal with ANY non native english speaking service in my opinion.
You have to break it down to a brown paper bag and crayon way of speaking. less is always more for getting results. I really don't think It's being done to scam you or anyone else.
