Maybe because he doesn't actually use the words "bump" or "up" he gets a bye?

Impossible is the owner, for instance: https://bitcointalk.org/index.php?topic=1379172.msg17831842#msg17831842 He used the ref/invite link: "invite/I-FUBAR" obviously is his username. And his signature link is also contains: https://xotika.tv/#/invite/I-FUBAR He started to spam the ref link for long time, but mod never banned him.
