I don't understand what he is asking too and that's the closest suggestion that I can give which is the debit card of xapo. And I've notice the red trust given by suchmoon on OP that says "User is trying to buy a PayPal account. Avoid any PayPal or other reversible trades with this person. " I guess he will use it for something shady.

Any service could do the job really as long as they offer a Visa card and not MasterCard, I would go with Coinizy (https://www.coinizy.com/) If I had to choose personally but the card is virtual only, If you want a physical card then CoinsBank or Bitpay (Shift) card If you are from the U.S.

Some say xcoins from the wirexapp is a reliable one.
They had issues in the past few months but haven't heard anything recent so you might want to try with their service.

I have tried coinizy virtual card on paypal but it nolonger works for me, usually got authorization denied on similar services. Wirex card should do the job for you as long as you use the right info to avoid running into problems.

I haven't used them myself but from the website, It says that It's compatible with PayPal and I know people who did use it. Wirex is also good and works with PayPal but they are having a lot of problems lately and the support is pretty much dead, I could give them a shoot after a while though, I know they got the necessary funding and they will offer a lot of new features.

I have used cryptopay.me cards with paypal but not for withdrawing out of paypal. I have deposited few dollar in paypal using their cards, but recently they have changed their policy and now you have to get verified by cryptopay to use their card with paypal.

The OP is confusing as to what he is exactly asking. But you want to know a bitcoin card that you can use to link it to your paypal account, then you can use for exemple advcash, as well as cryptopay.me but with this one you will need to be verified with cryptopay otherwise paypal won't accept the card. I did with Advcash and it works as it should, just fine

I've heard of Advcash but don't know if they are the same or different than the others listed like e-coin and coinzy

What do the ones who have actually have the cards and use them think?
Is it available to all countries the other ones are and the limits about the same?

You can categorize those service as 2 groups:
- the one using Visa cards
- the one using Mastercard cards

Fees are pretty much the sames betweem them as well the limits attached to it.. And no it's not for all countries, in fact there are lot of countries not eligible to this cards, better you check their FAQ before

Try wirex (e-coin),  Spectrocoin they offer both virtual and plastic visa issued from my choice corporate but you need to verify your account and provide valid info to avoid problems
If you link the visa with PayPal and you receive payments from PayPal to our visa and your account its not verified your card will be suspended and all balances freeze
