I'd like to warn you, if you are using a number you do not have control over, then that is dangerous. The one who has access to the number you are registering for telegram can be used by them to log in to your telegram and ultimately you lose access to it. Have you considered using textnow.com ? It works with telegram and it is completely free of charge. Might be something you could check out, I have used them before for telegram, and never had any issues with them. You get assigned a private voip that hasn't been used before.
