It is the hardest challenge to those who run a lottery game, especially if it is just a simple lottery with no special features that may attract people to buy tickets. Most of them will wait till they see one/some people bought the tickets. Waiting for each others and no one willing to start first. If I pay your Lottery $1, I have to add at least $0.50 in fees. If you want to pay me my prize, each $1 input costs you another $0.50 in fees.
